Converting to .emf format

I know that you can copy and paste a picture as .emf, however does anyone
know if you can convert a .jpeg or .gif to .emf using a graphics package? I
know this isn't strictly a Word question, but the graphic is for use in Word
as a logo, I get best results using .emf - which is OK for the main logo but
I would like to have the ability to insert pictures which are stored as .emf
(they are currently stored as .jpeg and .gif)

Keep in mind that EMF is a metafile format capable of containing both
raster images and vector graphics. Converting / re-saving the GIF or
JPEG raster image to an EMF file will simply result in the same raster
image, embedded in an EMF shell. Meaning, you still can't scale or edit
the results.

To turn GIFJPEG files into scalable and editable vector EMF files, you
need raster-to-vector software, which may or may not produce
satisfactory results for your quality requirements.
