Cookies in Explorer 6

Can anyone enlighten me re the "condensed computer-
readable privacy statement" mentioned in setting up
Internet security on a computer running XP? To get
cookies through most levels of security, HELP says you
need such a privacy statement on your web page in order
for cookies to get thru XP/Explorer security. How do I
obtain such a statement, and where do I put it on the web
page?
