copy a .gif file to that location on each front-end Web server

Hello,
In the Site settings of a project Workspace in PWA 2007 :
Site Settings / Title, Description, and Icon
It's said :
"If the file location has a local relative address, for example,
/_layouts/images/logo.gif, you must copy the graphics file to that location
on each front-end Web server. "

My question is : how and where to copy a .gif file "to that location on each
front-end Web server"?

C:\Program Files\Common Files\Microsoft Shared\web server
extensions\12\TEMPLATE\IMAGES {assuming default install path}

Another alternative would be to create an image library.
