Copy & paste fails if target document is not open during copy

Using Office 2007 Ent on Windows XP Pro high end stand alone laptop...

Under office 03, you could copy something before you opened what you are
going to paste it to. In other words, you could create a word document, copy
something, then create an email, and paste it. This does not work in Office
07 (in any of the programs).

In 07, you must have the item (appointment, email, document, whatever) you
are going to paste to open, then copy and paste. If copy and then open to
paste nothing is there to paste.

This is absurd. I am in IT, but have found no way to correct this. There
is no error message.

This is not a problem with any other program.

Any ideas?

You may want to check to see if you have any add-ins that may be interfering with the clipboard.

In testing just now I didn't have any issues in pasting from
Excel to Word
Word to Excel
Excel to Powerpoint
Powerpoint to Outlook new email message
Outlook Inbox message to Excel

In each case only the 'copy from' app was open when I copied items to the clipboard. The 'paste to' app was only started after I
had an entry collected with Ctrl+C (and the Office clipboard wasn't used, although it's also available through Home=>Clipboard)
