Copy text formula?

Hi,

Is there a general formula that enables cell contents to
be copied(/cut) from one cell to another? For example, IF
(LEN(A1)>8 THEN copy contents to B1?
I am having a brain-storm, I have a suspicion this is
straightforawrd but cannot recall the formula
