Add the user to a Group that has the properties you seek. As a general
rule, you should control Project Server security through the use of Groups
and Categories, rather than attempting to modify the security permissions
for every user. Only edit the permissions for those users where their
permissions are exceptions to the Groups in which they belong. Hope this
