Copying a PST file

I have OL 2003 running on two PCs connected by an Ethernet LAN. I have
a utility that copies the PST file from the Production machine to the
Backup machine every 12 hours. I rarely use OL on the Backup machine,
unless the Production machine is down. I occasionally pop over there
to ensure that it has the current file. I've been doing this for quite
some time. I go to the Backup machine, launch OL, then File > Open >
OL data file to open the copied file.

The other day, I launched OL on the Backup machine and found the
messages were out of date. I verified that the last copy had run
correctly. I copied the file again, no change. From the Backup
machine, I opened the original file on the Production machine. No
change.

While the file was open on the Backup machine, I tried to open it from
the Production machine, and got a message that the file was in use, so
I'm certain that I'm using the same file on both systems.

What the heck is going on?
