Copying Outlook 2002 settings & email from one computer to another

I need to copy my Outlook 2002 settings and email from one
computer to another with Outlook 2002 as well (both with
Windows XP Pro). Tried two ways but results the same. 1)
Copied Outlook.pst & other files in outlook directories
(Application Data & Local Settings). 2) Used Windows XP
File Transfer Wizard to move settings. Outlook mail &
settings came over perfectly in both cases (although email
passwords had to be reentered). I repeated both
procedures on another XP Pro computer running Outlook 2003
Beta with the EXACT same results.

QUESTION: What is the correct way to move Outlook email &
settings (about 100 Rules) from one computer to another?
Is there a way to move email & the settings, including
PASSWORDS?

PROBLEM: I cannot retrieve email. Sending works but
Outlook hangs (freezes) and returns "Not Responding" when
trying to retrieve email.

TRIED: Ran "ScanPST" and "Detect & Repair" from within
Outlook 2002/2003.

I assume people syncronize their email/folders on a
regular basis with their laptops. All three computers are
running Windows XP Profressional. The original two are
running Office XP and the third is running Office 2003
Beta.
