Can the above be incorporated into the formula below.

Try this array formula (Ctrl+Shift+Enter)

SUM(IF((A3:A6="City")*(ISNUMBER(FIND(A8,$B$3:$B$6))),1,0))

A8 houses 11-190
$B$3:$B$6 houses "11-190-12", "11-190-5", "11-190-6", "11-190-7"

their Excel numeric equivalents.
[2] The lookup functions should have an optional argument for the return
value, defaulting to #N/A in its absence.
