Correct quotes for Abbreviated dates, etc.

It seems that the whole world has forgotten that, if using culry quotes, a
reverse curly quote (the normally latter curly quote when used in a set of
curly quotes) is appropriate befor the abbreviation of a date, as in '07.

How do I get that to appear?

Let's see, the reverse quote is an acute accent, right? This one? ´

I have a string of macros programmed for these so I don't recall how to
enter them directly (Alt+something). Best bet is to open the Character Map
program, which, despite it being left off the Start menu by many OEM
manufacurers, still is alive and well under Windows XP. Go Start | Run |
charmap.exe to get there. You'll be able to find any character that exists
and copy and paste it via the Clipboard.

Well, I'll be! I just came up with a cool answer to my own question, maybe
the simplest to remember. I guess I don't think about this problem often, but
the other day I saw three commercials within an hour that all had the
apostrophe reversed before the abbreviation of 2007.

Here's the simple thing I just discovered:
1. Using the year as an example, type the four digit year, but include the
apostrophe in the middle -- 20'07;
2. Then go back and delete the first two characters -- '07.
3. The curly quote stays the correct way (unlike when you just type '07 and
the apostrophe is backwards)!

Another couple of options are using the alt+39 ' which will give you the
curly quote, or Alt+0180 ´ which will give you the straight accent quote
