Correction to French language "Spelling" in Outlook Express

When you write an email in French using Microsoft Outlook and use the
Spelling tool on completion, the programme does not offer sufficient options
and in many cases does not pick up all cultural idiosyncracies.

Just to cite one example, and you will find there are a multitude of them
once you see the following:

If I write "Je travaille" (I work) your programme will accept this.

If I write "J'ai travaille" (I worked) your programme will also accept this,
when in fact, the letter "e" should have an "accent aigu" above it.

Your Spell check will not offer suggestions as it accepted the wrond spelling.

The problem is that there so many of these in the French language which have
not been accounted for in the Spelling side of the programme.

In the past when this happened, I had an Insert Option for Symbols in my
Outlook toolbar. Somehow it disappeared and I cannot find in Help any
solution to my problem. If by the way you can tell me how to re-install it, I
would be grateful.
