Corrupt cache file

I tried to open One Note and it showed me the error messege:
OneNote cannot access the notebook cache file. it may be corrupted. OneNote
will restart and create a new cache file. error code: 0xE0000133

and when I press Ok I get:
The botebook cache file is corrputed. onenote must create a new cache file
to continue. You may delete the existing cache file or keep a copy for
technical support. Deleting the corrputed cache filw will save disk space and
will not lose any content already synced with your notbooks. However, if you
have offline notebooks that have no synced recently, you will lose unsynced
changes.

I chose the "make a copy" option because I am not syncing my notebooks with
anything and I have an exam coming up on all the material in these notebooks
so I can't afford to lose all that information. But when I chose the make a
copy option it shows me a third window:

OneNote cannot delete the notebook cache file. verify that you have write
access and try again.

I am the administrator on this computer and I wrote those notebooks so I
don't know why I can't open it. please help!

I have windows Vista and microsoft office 2007

In case you really have no shared notebooks, you may easily delete the
whole of the ON cache files.
Per default they are sitting in
%APPDATALOCAL%\Microsoft\OneNote\12.0\.

Delete all of the files in this directory.

All of what's needed will automatically be re-created.

"Tools | Options | Save"

If you are sure you are not syncing with any network location and all
Notebooks are stored locally, then you can manually delete the cache file
and ON will recreate it. Any data you had stored in ON will have been
written to the local Notebook files (which are stored separately from the
cache)

It is located in C:\Users\{yourname}\AppData\Local\Microsoft\OneNote\12.0
I would rename the .ONECACHE file and the _FILES directory.
