Corrupt message on launching Outlook Express

I get the following message when I launch Outlook 2003:

Microsoft Outlook: OUTLOOK.EXE - Corrupt File
The file or directory \Documents and Settings\......\Application
Data\Microsoft\Office\MSout11.pip is corrupt and unreadable.

Please run the Chkdsk utility.

I am unable to run the Chkdsk utility and then the message goes away and
Outlook opens as normal.

Try the reset and if that doesn't work rename the file and restore it
