corrupted outlook

Suddenly, I can't send any e-mail messages from outlook.
I can receive, but I can't send. I keep getting the
error message ox800ccof, which blames the isp, but my
internet connection is working fine. Moreover, using
yahoo on the the same computer, I was able to send an e-
mail to my standard e-mail address. I just can't return
it. Should I re-install my Office software? How?
