Cost Resources Issue - 2007

When I assign a Cost Resource to a task, and it is the only resource
on the task, it works as expected in terms of Actual Cost accrual
being tied to % Complete.

When I assign an additional Work resource to the task, the Cost
Resrouce accural is no longer tied to the % Complete of the task,
though it is tied an assignment level % Work Complete for the task.
You can see that by adding % Work Complete to a Resource Usage view.

Is that by design or a bug?

I believe it's by design. In both cases the percentage of completion is
determined at the assignment level. Because there's only one assignment it
"appears" to be tied to task completion, because task completion always
equals assignment completion when there is only one assignment on a task. If
you enter budget and expense information for cost resources in the
time-phased grid, you can see that you are working at the assignment level.

FYI,I have found some peculiar behavior with cost resources which caused me
to not use them.

Example:
1) Assign a cost resource to a task with a 2 week duration for example
2) Assign a work resource to the same task
3) Try to reduce the task duration to 1 week for example

You will notice the duration on the task changes appropriately but the
finish date remains 2 weeks out.
If you look at the assignments, you see that the cost resource finish date
is stuck out at 2 weeks out while the resource finish date has gone done to
1 week out.

If you do the same example above but only use cost resources or only use
work resources, the finish date changes appropriately. But as soon as you
combine cost and work resources on the same task, the finish date locks down
on the cost resource until you remove all your work resources or all your
cost resources.
