"could not change document template"

My user has begun getting this message when she tries to attach a
template:

"Could not change document template."

It does not matter which template she tries, and these are templates
that she can use as add-ins without a problem. However, the one
template she really needs has a function that she also really needs
that can only operate when the template is attached, not added-in.
This problem has only arisen in the last month or so.

This is Word 2003 running on XP. We've set security to Low. We've
deleted normal.dot. We've insured that other office applications are
not running. We've ensured that the template to be attached is not in
the add-in list at all. We've reinstalled Word.

I've looked all over the Weeb and can find no firm resolution to this.
Any ideas, anyone?

Nope. Just a regular document.

No one else on the team has this problem. Neither did she, until
recently. (Actually, she hadn't done this task for a few months, so it
could have gone bad some time ago without her knowing. But she used to
do it all the time.)

Registry issue, maybe?
