could not lock file

we use an access database on a very small basis, i have approximately 4
people that use this database. all 4 users sometimes are in the database
entering data. but every now and then when one of the users try to enter the
database and someone else is in it gives a message could not lock file and
wont let that person in any idea why?

All users need read/write/create/delete permission on the folder where the
database is located.
