Could not retrieve Enterprise global template - EPM 2007/Project 2

When I create a new Project from PWA in Project Server 2007 I get an error
"Could not retrieve Enterprise global template." "There seems to be a
problem with the database, please contact your server administrator." This
is after I open Project Professional and Tools-Enterprise Options-Microsoft
Project Server Accounts and put the URL of the server hosting PWA. I am
using Windows User Account for authentication.

It seems that the problem is fixed if I add the user to the local
administrators of the computer hosting msproject.exe, but that is nog what we
want to do in our production environment.

We also tried to test without running an antivirus problem, but this does
not solve the problem.

How can I fix this problem?

Is the problem isolated to one user/pc or for all users.

Try clearing down the cache in projetc pro.

It seems not related to one machine or user. We have installed project on
citrix servers, and on the epm server itself. The problem was the same. Also
we tried different users.

We will try to clean de cache.

Problem was related to the profiles of the user.
