Could not use 'Admin'; file already in use.

I've seen this question posted a couple of times, but
there has not been a response to it and I was hoping maybe
someone could help.

When I try to open two databases, I get the above
mentioned error. Other users who are in the workgroup are
not having this problem. All users have the same
permissions set.

Any help would be appreciated.
