Could not use file xxx.mdb; file already in use.

I have an Access 2002 file that is populated via a SQL Server DTS package.
After the data is imported, the file is zipped up and the zip file is copied
to a remote location. The DTS package has been failing lately, so I thought
I would attempt to do a Compact and Restore to make sure the file wasn't
corrupted. But when I attempt to do that, a message box with the message
'Could not use file xxx.mdb; file already in use.' pops up and I cannot open
the file.

When I look at the list of open files, it does not appear, there is not
*.ldb file in the directory of the .mdb file, msaccess.exe does not appear in
the task manager, and the dts package is not running. I've searched for the
error message online, but the posts I've seen all seem to be in a situation
where the file is accessed in a web app via ODBC or the file is accessed over
the network by multiple users; neither of which applies. No one ever opens
this file.

This is on Windows 2000 Server SP 4, Access 2002 SP 2.

Any help is appreciated.
