couldn't open mdb files in Access 2003 runtime

I am converting Access Mdb files Access 97 - Access 2003, those mdb
files are successfully open Full Access 2003, but it could not open in
Access 2003 runtime I verify all security setting and trusted
relationship all are fine, Access 2003 runtime can open only 4 mdb.
out of 30 mdb databases, Is there any problem with runtime version or
conversion.
