Try this:
=COUNTIF(range,">1400") - COUNTIF(range,"<1500")

I'm sure it was just a typo, Pete meant
=COUNTIF(range,">1400") - COUNTIF(range,">1500")
Depending on your requirements you may also need
=COUNTIF(range,">=1400") - COUNTIF(range,">=1500")
or some other slight variant
