Counter resets after publish

Hi

I'm publishing a FP98 site to live using FP2002(Intranet
sited edited in FP98 - then I publish using 2002)

I have selected don't publish all the .cnt files before
publish but when site is published they still reset?

Also tried don't publish on the live .cnt files then
published to the live site again - counters reset again.

How can I stop the counters reseting when the site is
published after changes?
