Counting just at the Summary Task level Based on setting a value at the summary task level

I have a task text enterprise outline code which is a list of values.
For certain Summary tasks, a particular will be selected from the list of
values in the Outline Code list.
For example, the summary task might be flagged as 'Authorized'; There are
other values in the list in addition to this 'Authorized' value.
The Summary Task will have subtasks below it representing detailed work
activities.

I want to count across all summary tasks that have been flagged as
'Authorized' and to total it at the top of the project

I've created a task number field formula where: IIF (Ent Task OC1 =
"Authorized",1,0).
If i apply the outline code at the detailed task name, the count of 1 shows.
If i apply the outline code at the summary task name, the count of 1 does
not show; it remains as 0.
I've tried summing options but i can't get this to work as planned.

In the 'task and group summary rows' section of the Number field, i don't
see an option to count only the Summary tasks. I see all types of other
counts and averages, but not at the Summary Task Only level.

Any ideas on how to make this work.??
I'm limited to the fact that i can't apply this value from the Outline Code
to the subtasks under the summary task. The summary task represents a "work
effort" and i don't/can't count the subtasks below it. I must set this
Outline Code value at the single summary task.

In the customize fields dialog box (the one where you select the field to
customize) make sure that the summary tasks are set to "Use Formula".
