I need a conditional count formula.
Column E has Purchase order #
Column H keeps info on these orders.
If E has duplicated entry, it needs to look at column H
and needs to check if there are 2 instances of empty cells
for the same purchase order in column E.
If so, return a value of PASS on the row that it passed
on, in column H, at the first row instance it passes on.
