cp_1252.nls and Office 2K SR-1a upgrade

I've just installed a new hard drive in my notebook PC and re-installed
Win98SE and IE 6, followed by the Windows Security Update CD. After
re-installing Office 2000, I have been unable to install the SR-1a
Service Release that I manually downloaded; instead, I have been getting
a "2318: internal error", and the error log reports:

Action start 14:57:46: InstallExecute.
Action 14:57:46: LVAddRegCertDeferred.
Action 14:57:46: ProcessComponents. Updating component registration
Action 14:57:46: RemoveODBC. Removing ODBC components
Action 14:57:47: RemoveRegistryValues. Removing system registry values

Action 14:57:47: InstallFiles. Copying new files
Info 1603. The file C:\WINDOWS\SYSTEM\CP_1252.NLS is being held in use.
Close that application and retry.
Info 1902. Scheduling reboot operation: Renaming file
C:\WINDOWS\SYSTEM\TBMC2.TMP to C:\WINDOWS\SYSTEM\CP_1252.NLS. Must
reboot to complete operation.
Action 15:00:19: PatchFiles. Patching files
Internal Error 2318: Please contact product support for assistance.
Action ended 15:02:06: InstallExecute. Return value 3.

I have been unable to figure out why C:\WINDOWS\SYSTEM\CP_1252.NLS (and
CP_437.NLS) is now in use; the upgrade worked fine on my original hard
drive.

Does anyone have any suggestions as to where to look?

Yes, I'd seen that item, but my problem files are not listed, Office
came with my PC and the warranty expired a year ago, and for $ome rea$on
I'm unwilling to try getting $upport from Micro$oft.

I guess I'll have to boot into DOS, move the files, and try starting up
Windows and doing the upgrade.

I had seen that item, but it didn't explain my problem. My problem was
that I had forgotten to re-install version 2 of the MS Office Update
Installer. Once I had done that, the upgrades to SR-1a and SP-3 worked
just fine.

*sigh*

What do you have to do to get a useful error message from Microsoft?
