create graphical template: includes header and footer graphic, possible?

A friend of mine uses Outlook and he wants to include a graphic header
and a graphic footer in his emails. Is this possible with Outlook? Am I
looking at making an html email template? Are there any recommended
tutorials on this?
I found this site, can I create an HTML file and use it as a template
and have it work correctly in Outlook?
