Create levels of help based on the experience of the user.

Create different levels of help instructions based on the experience of the
user. Currently, the help spells out every specific step necessary to do
something. A more experience user needs only be told what to do. For
example a beginner/novice would need to be told to “Click Start, Search,
Enter *.TXT into the criteria field and click Search†while a more experience
user would simply be told to “Search for *.TXTâ€.

The experience level can be set by the user, and the help rating can be
amended to ask if the help was unclear or if instructions were not specific
enough. If that is affirmed, the experience level would be lowered by Help.
