Create MDE File Causes Access to Lock Up

I am trying to create an MDE file from my MDB file but I
am getting an error and access closes. When I send the
error report to Microsoft they refer me to this article

But when I do what is described in the article
( Microsoft_Access_Path>\msaccess.exe /decompile ) instead
of Locking up and Producing an error Access Simply Stops

Next, create a new database, and import everything into it
from the old database.
