Create New Proposal or Activity Plan times out

We are in the process of implementing PS 2007 and in working through the
featurs get a time out error when creating a new proposal or activity plan.
I was initally able to create a new proposal on 9/15/08 but susequently been
unable to do so. Based on some research we found the queue was completely
blocked with some updates that were bad. After a ton of research and coming
up empty on every turn (never in my life have I had so many Google results
return empty) I was able to track the problem down to the Custom Field
"State" being added to one of the OLAP cubes. With that knowledge, I was
able to dig further and turned up that the State Lookup Table is used in the
State field and is also what is used for the workflow process for the
Proposals.

At this time I have no idea what could be wrong with State or if that's the
true issue.

Any assistance would be appreciated.

It's doubtful that adding the state field to the OLAP cube would cause
proposals and activities to timeout. If you have a reference to cite, that
might be helpful. Also, it would be helpful if you described the problem
completely and let us know if you see any corresponding errors in the
application event log or in the ULS logs on the server. The fact that you
mentioned thay your queue is all clogged, I'm wondering whether you 've
successfully cleared that problem as that certainly could cause the behavior
you're seeing. Explain what you've done to clear the queue. Have you
cancelled any jobs that are stuck in the getting enqueued state? Also, when
you post, you should provide a brief description of your physical setup and
current patch levels to help us help you. See the following FAQ for a key to
