Create own tool bar Mac 2015

Can't find out how to create my own or modify toolbars. Checked a bunch of tutorials and the following things all mentioned I don't have:
No Ribbon Display Options in upper right
No drop down menu to display tool bar options in upper right corner
No Toolbars under the main View dropdown menu.

Can't get started.... Help?
