Create Pop-Up Window

In my web site I have several PDF files. As of now when
you click on the required link it opens the PDF file in
the lower part of a two part frame window. What I am
trying to figure out is how can I make a PDF file appear
in a pop-up window on top of the main window rather then
the frame it now does.
