Create Project Web Access Sites Error

I am getting a "Failed to execute PSI timer job." error on eventlog everytime
I try to create a new PWA site.

On the Manage Project Web Access Sites page the newly created PWA site has 2
option: delete and retry, both of this option is not working.

here's the eventhlog:

Check if you are logged into the system using the Service Account
Ensure Service Account has the Local Admin rigths on the box and also to the
default share point Groups like WSS_WPG,WSS_ADMIN_WPG.

Also ensure he has the same permissions on the other Front End server if you
have nay
