Create Spam Rule "Except if from"

Spam filters now capture varies subject headers and tag as [SPAM] and
***SPAM*** in the subject field.

Creating a rule that moves the tagged subject header is one way to clear the
clutter in the Inbox.

However there is no exception rule "Except if from Safe Sender List".

Would Microsoft include this condition in the next service pack or otherwise

There's an "except if sender is in specified Address Book". that can be used
as a safe list.
