Can I create an email template which always has same sender and same
recipient instead of the usual: new|fill in sender|fill in recipient?

Body message will always be different.

What do you mean by "fill in sender"? The sender will always be the person
sending the message. You never have to fill that in. A draft item can by
an empty message with a recipient already filled in. Forward the draft,
entering the subject and body.

Turn off WordMail as your editor. Create a new message. Enter data in the To and From fields. Save it as an .oft file. You'll be able to run that file any time you need it.
