Is it possible to create a web page using Publisher, PPT or Word? Which one
of the three is the best to use?

One can save as HTML from Word, but as far as an interactive web page with
links, scripts, drop-down menus and the like I think that there are better
tools. If you just want something that people can read, well maybe it's not
so bad.
