Created valid user/password but get 'Not a valid account or password' message

I have studied Access Security over the past two weeks and feel I have
some understanding of the principles, at least, but I don't seem to be
able to even get past first base on actual implementation.

I create user accounts in what must be the usual way, with user name
and id. The user is a member of the Users work group. Despite me
apparently doing things correctly when I try to use the user name and
password to log in I get the message
'Not a valid account or password' message'

The user name is in the mdw file when I open up security/user accounts
etc. The password is right (I have used different user names and
passwords to try and get it working ) and I am now at a complete
impass. The database is using the system.mdw file and not somethng
else. I can log in with my Admin password. I am using Access 2002

My question: given that the username and password are correct what
possible things could lead to me getting the 'Not a valid account or
password' ?

I suppose the answer is going to be simple but I would appreciate some
help,

Got it! - after reading Lyn Trapps Microsoft Access Securitty Page
which I found after looking over this news gorup.

"4.3. NOTE: The PID is NOT the users password. A new user’s password
is ALWAYS blank until the user logs on and changes it."

I'vr read about Access Developers Handbook, a tutorial and also other
books and nobody seems to mention what is in my view ,anyway, a less
than ovbious procedure,
