creating 2 different nav bars within same site

I would like two sets of nav bars on my web site: an English one (for the
English web pages) and a matching French one (for the French pages). Adding a
link bar to both sets of pages leaves me with one nav. bar overriding the
other nav bar. I took the shared borders out of my web site because caused
too much trouble. But adding link bars gives me the same trouble. I created
an Fr directory off the main English site directory.

just add a second set of navs below your english ones.

or you can create a subweb for French (if your host allows subwebs) - with
all your french pages in it...effectively a separate french web then create
one French link button to the subweb.

I'll try the subweb.
On your first suggestion: can I have one subset appear for one language and
the other one for the other language so as to have only one nav bar per
language? How can I make one disappear?

No on the nav bars, it will show both where you include both.

IMO, the subweb is the way to go...make a French flag as a link to the
French subweb from your main web...you've see it done like this I'm sure. It
will also allow you to keep your sanity keeping the pages separate :)
