Creating a Banner

I am doing a policy manual for my organization. At the top
of every page, I would like to have the same banner (this
includes a graphic and some text that will need to change
with every new policy I add to the document. My question
is, how do I create such a banner that is not disturbed by
changes to the body of the document, while still being
able to make changes to the banner? It is similar to a
header but the banner on every page needs to be customized.

If you explain specifically how the banner text is customized and the
relationship that text has to the document, someone can probably give you a
field solution to let you do this using a header. Word isn't
publishing/page layout software, so isn't designed to flow text *around*
stationary objects, which is what you are asking for.

A StyleRef field in the header can be set to, for example, pick up the title
of the first heading on that page, letting the text in the header change
while the format of the header stays the same throughout the document. Or it
can do things like dictionary-style headers, which list the first and last
words on every page. If this sounds like it will meet your needs, look up
