Creating a custom Contacts Tab

I am looking for a tutorial on creating and implementing a custom tab for
the contacts entry. I have seen other organizations have an additional tab
which opens a new "page" to enter custom contact information. I need to be
able to share this new ??form?? with a select group of other users on our
WAN/LAN. Can someone point me toward a resource?
