Creating a global enterprise template which includes your document library

Can we or not create a global enterprise template which includes your
document library?

Otherwise, every new project has to create their set of specific
folders that are mandatory for the firm.

Yes, there is a way to do this. You have to create a new STS website. go to
"http://machinename/" hit enter. Go to site settings and create a new site.
Make all the modifications to the site that reflects the Risks and Issue and
Document structures your looking for then save the site as a template. Then
you have to run a DOS batch file to move the STS template site to project
server. From that point forward, all new projects will have this new
structure.
