Creating a letterhead for Outlook 2007

I want to create a stationery for Outlook 2007 : a mall GIF at the top right
of the page.

I can do it for OE, but can someone tell me if it can be done in Outlook 2007?

Sorry: it is Outlook 2003.
Word is used as the editor. Changing the .dot file will help?
