Creating a MST

I ran the MS Office Custom Install Wizard to create a MST file.

I tried to create a custom install package months ago and couldn't remember
what tool to use that allowed detailed defaults such as security settings,
etc. It was a graphical app, anyone know?

I guess I'm asking how to modify an .OPS file? is there a way to modify an
ops?
