More no than yes. These 'security' settings can be disabled unless the
person creating the PDF file sets an 'owner' password, but PDF 'owner'
passwords are as easy to crack as internal passwords in Office
documents (.doc[x], .xls[x..]). Anyone who knows how to perform a web
search and either follow instructions on how to use a hex editor or
spend US$30 or less to buy password cracking software can break into
any PDF file they can open.
The standard rule-of-thumb for IP security applies: if a user can open
a file, given enough cleverness they can access and [mis]use anything
in the file.
