Creating a Program Book

I need to know if there is a Publisher or other Program I
can use to create my church's Women's Day Journal that
will contain ads ranging from 1/8, 1/4, 1/2?

Any help you can provide will be appreciated. This is a
fundraiser so I do not want to spend money using a Print
Shop as its too costly.

Help!
