Creating a season schedule

Hello,

I need some general help in setting up a model. I have a
sports league with two divisions containing 5 teams each
for a total of ten teams. I want to set up a 13 week
schedule with the following conditions: 1) Play all teams
once 2) After you've played all the teams after 9 weeks,
play the four teams in your division a second time.

In general, how should I set this problem up. I have
tried to set up a couple of matrices but I keep getting
stuck.
