creating a template

Hello
i am attempting to create a fax template for the small
company that i work for.
What i want to do is create sections where the user
fills in their info. ie. to, from, date etc.
i want the user to be able to tab from section to
section, but i cannot figure out how to do this.
any suggestions?

template.
