Creating a template

Hi - I have been asked to create a "proposal" template for a company for whom
I do their web site. I am comfortable in Word, but I know I only scratch its
surface!

They basically want a form where their employees can call it up on the
computer and fill in the information. So the main bones of the template need
to be locked so that they can not mess with the type. And where they fill in
the information needs to be blank and underlined to start. How does one do
this?
