Creating a Web-toolbar

I am looking for some suggestions as to where to start and what software’s
are best to use to go about creating a downloadable & HTML compatible toolbar
much like the ones by Google and Yahoo, as like a short cut to website
features/functionality. I'm attempting to use MS FrontPage initially, but I
also have Macromedia Flash 8, MX-04, & Dream weaver at my disposal. I have
also been told by some friends as a suggestion the following: “Microsoft just
released the source code for a lot of their programs and the virtual basic
and .net. Go to www.microsoft.com and check out their open source info. That
should be a good startâ€. Many thank for your help. ~MarQ~
