creating and editing a drop down menu

How do I create a drop down menu in a cell and how do I edit existing text in
a drop down menu in a cell?

Tools,
Customize,
Fields,
Select the field you need,
Select "Value List"
and request the Help if necessary

Right click the header of the custom field. Click Customize Fields...
In the Customize Fields dialog, click the Value List button...

Once I am in the value list, how do I edit the existing values and also save
the new ones. What option do I have to select?

When I save the list, i get an error message of invalid cost.
